Contact/Job Creation Access Profile

Some of our guys shouldn't be able to clog the pipeline with jobs they created. Wish their was a way in the user profile to limit jobs creation and maybe even contact creation

    Limit Permissions of Job/Contact Creation and Fields. Want the ability to set admins only on creating jobs/contacts and fields.
